Orissa HC CJ Says Prisoners must be allowed Sex

Bhubaneswar: Orissa High Court Chief Justice V Gopala Gowda said married prisoners should be allowed periodic cohabitation with their spouses.
It is basic biological need.Married convicts should be allowed companionship with their spouses twice a month, said Justice Gowda at an event to mark International Human Rights Day at Jaydev Bhawan here on Saturday.Law students,members of NGOs and civil society attended the meeting.
Expressing concern over condition of prisons,Justice Gowda said social activists should generate public opinion in support of jail reforms and the human rights commission should take up the matter.He added that overcrowded jails and prolonged stay of under-trial prisoners must also be addressed.
Advocating the need for periodic training of police personnel,the Chief Justice said drastic reforms were required to prevent custodial deaths.Otherwise,peoples confidence in the police system will be destroyed.Police should have patience and intelligence to interrogate those in custody,he added.
